buildx builder requires registry cert
to run multi-arch more reliably run this in wsl instance

sudo apt-get install qemu binfmt-support qemu-user-static # Install the qemu packages  
docker run --rm --privileged multiarch/qemu-user-static --reset -p yes  

vs code has remote-container setting now for wsl commands, just run that.
create multi arch build container
